Public Health & Pharmacy Formulary Advisory Committee / Protocols

Subject Matter Experts needed, sign up to volunteer now! 

The Oregon Board of Pharmacy is seeking licensed Pharmacists, Physicians and Advanced Practice Registered Nurses to serve as subject matter experts (SMEs) for the Public Health & Pharmacy Formulary Advisory Committee (PHPFAC). The board utilizes SMEs to develop and revise protocols in the Protocol Compendium per OAR 855-115-0345.

The time commitment for a SME will vary. At a minimum the SME will need to review each protocol for which they serve as a SME on a biennial basis and submit proposed updates to ensure the currency of the protocol to the committee. SMEs should have working or expert knowledge about the particular topic.

Subject Matter Experts are needed for the following protocols. Protocols in italics indicate an urgent need: 

  • Continuation of Therapy
  • Cough & Cold: Benzonatate
  • Cough & Cold: Intranasal Corticosteroids
  • Cough & Cold: Short-acting Beta Agonists (SABAs)
  • Conditions: SARS-CoV-2 (COVID) Antigen Self-Test
  • Conditions: SARS-CoV-2 (COVID) Antiviral
  • Conditions: Vulvovaginal Candidiasis (VVC) Vaginal Itching 
  • Preventative Care: Condoms
  • Preventative Care: Contraception
  • Preventative Care: Emergency Contraception
  • Preventative Care: Epinephrine
  • Preventative Care: HIV Post-Exposure Prophylaxis (HIV PEP)
  • Preventative Care: HIV Pre-Exposure Prophylaxis (HIV PrEP)
  • Preventative Care: Short-acting Opioid Antagonists (e.g., naloxone, nalmefene)
  • Preventative Care: STI Post-Exposure Prophylaxis (STI PEP)
  • Preventative Care: Tobacco Cessation – Nicotine Replacement Therapy (NRT) and non-NRT
  • Preventative Care: Travel Medications

SMEs will be selected using an application process to ensure representation of diverse practice settings. If you would like to serve as a SME for the PHPFAC please complete the online form below by Wednesday June 5, 2024. Individuals selected will receive confirmation by Wednesday June 21, 2024.

Statutory Authority 

The multidisciplinary Public Health and Pharmacy Formulary Advisory Committee (PHPFAC) was convened in 2018 pursuant to ORS 689.645 and 689.649. 

Laws & Rules 

The rules in OAR 855-115-0330 establish the pharmacist’s authority and responsibilities to prescribe drugs and devices, pursuant to the formulary and protocols developed and recommended by the Public Health and Pharmacy Formulary Advisory Committee (PHPFAC). These rules articulate the authority and legal expectations for an Oregon licensed pharmacist and practicing in Oregon, to voluntarily participate in providing patient assessment and patient care services that may result in the issuance of a prescription by a pharmacist for an identified medical need.

The rules describe the Board’s compliance expectations for pharmacy practice and prescribing from the formulary and protocol compendia. Standards defined include: (1) education and competency; (2) patient assessment and referral criteria; (3) collaboration with other healthcare, providers, including mandated notification; (4) treatment and follow-up care planning; (5) documentation and record-keeping; and (6) prohibited practices.
